I captured a lot of rain water from Hurricane Harvey on my back patio in 55-gal garbage cans. I then put a Mosquito Dunk (BT) in each can to prevent mosquitoes. It prevented the mosquitos, but I intended to use this water on my raised vegetable beds. Is it safe to water my organically grown vegetables with this water? Will this be the equivalence of raising bt corn?

The plants with Bt spliced into their genetic material are not the same as plants watered with water with Bt in it. You do want to be careful that you don't broadcast that water, it can kill butterflies if the Bt is still strong and active, but it will take care of cutworms in the soil (a good thing!).
