You could add some odd sized rocks to the areas that the cats are using. Something pointed (not sharp or jagged) that will cause enough discomfort to their paws that the kitties will decide to go somewhere else to do their numbers (as my mom calls it).

Chipped rocks should work great. We have 3 cats and they definitely prefer not to lounge near the rocks. I have also had excellent success putting carpet tack strips in the garden. Those are the things with sharp nails used for holding wall to wall carpet down. The only reason they don't hurt the cats is the cats test the strips before putting any weight on them. We used them in our daughter's sand box very successfully.
